I can also relay on a developer-version of a program/lib if i develop my new version because i will know when the developer-version of the program/lib will become stable so that my release will not depend on developer-versions of programs/libs but on stable versions. If i know when a new lib or a new program will be released that i need i can plan my development much better. Most programs depend on other programs or libs. While they are developing and developing to get out something new in maybe 3 or more years. – Think about (non-free) competitors: If they see us coming (if we are behind them) or running away (if we are already ahead) in a constant rhythm like release… release… release… release… – Think about media echo: if we would releases the latest and greatest in the free software world in a constant rhythm.
